Why it surfaced

CRAC! describes a concrete mutual-aid model: neighborhood assemblies, training, heat brigades, and street-level support before, during, and after emergencies. The site is still visibly unfinished—the agenda is empty and the blog retains WordPress’s “Hello world!” post—but its central proposition is unusually clear: when the climate hits, the barrio should already be organized.
