Why it surfaced

This is an unusually focused piece of civic-organization software: it color-codes links as normal, external, timed out, or errored, then generates a report message for the proposal author. Its creator, identified as Tamaki Yusuke of Ginowan Junior Chamber of Commerce, publishes it free while clearly warning that its checks and number suggestions are not official approvals.
