NetOkay is a bounded network preflight for AI agents that compares a public target with a Cloudflare control path and returns structured evidence.

Why it surfaced

Its local CLI separates DNS, TCP, TLS, and HTTP observations, records the execution context, and keeps limitations explicit instead of pretending to identify a root cause. The v0.1 internal test build is available for controlled testing, while npm publication is still pending.
