Why it surfaced

wand treats agent authorization as a state machine rather than a config file: human approval is required for transitions such as Scoping, Todo, and Done. Its cockpit shows the work waiting for a person, while `scope` and `run` orchestrate research and implementation without allowing either to bless its own work.
