Why it surfaced
UHP treats an agent run as a job rather than a chat completion: it starts tasks, streams progress, maintains sessions, returns files, and reports failures. The draft standard includes ten specification chapters, machine-readable OpenAPI and JSON Schema, and a 52-check conformance suite—an unusually concrete attempt to make Codex, Claude Code, Hermes, and future harnesses interoperable.
