Each city result combines heating and cooling degree days from the nearest NOAA weather station with EIA state-level energy prices. The model compares the extra cost of a heat-pump installation with a like-for-like replacement, applies the federal 25C credit, and divides that amount by estimated annual savings. Results cover 3,206 cities, including 680 where the extra cost does not pay back within the stated 15-year equipment life.
