The project uses a dossier-based structure: each chapter starts with a concrete public problem, traces its institutional, financial, or technical causes, and compares possible interventions. Its source protocol calls for every number to retain the original publication, year, definition, and limits of comparison. The visible examples include INS staffing data for 2025, a World Bank reference for public spending in 2024, and an OECD comparison covering employment and task automation from 2023–2025.
