A fictional public institution documenting the invisible social customs that govern everyday life.
Field notes
The project treats ordinary social friction as an administrative record: a familiar situation becomes a case, testimony may be gathered, and a conclusion can eventually become a formal ruling. Its current archive deliberately contains no cases, while the homepage introduces Mina Aoki as a Junior Records Clerk who receives reports, organizes testimony, and communicates departmental findings. Public intake is planned but remains closed pending human review and publication consent.
