The simulation advances through a mayoral term one month at a time, separating money the player can move from services, staffing, debt payments, and earmarked national or prefectural funds. Its model displays 44.0億円 of flexible spending against an 818.5億円 initial budget, while also tracking 820億円 in municipal debt and 68万㎡ of facilities. Project effects are deliberately delayed: each initiative can begin, mature, or be abandoned in different months, and the record preserves those decisions.
