Publishers submit a start URL, data-access description, and—when relevant—an Agent Trust Manifest. Domain control is checked through DNS TXT or a same-origin well-known file, followed by tests of installability, headers, permissions, and live agent endpoints. The proposed public catalog limits agents to autonomy classes A0–A2 and describes signed, independently verifiable reports. The site also says install counts would come from real browser install events, not clicks, while noting that counsel is required before public beta.
