The analysis uses EPİAŞ’s public data to compare observed imbalance exposure with a deliberately simple baseline: repeating the last imbalance. Its evaluation separates training and test periods with a 14-day embargo and 60-day tests, and reports positive results in 64 of 65 plant-period observations. A second layer would use SCADA or meter input, but the page labels its 15.42% estimate as unmeasured until a pilot establishes whether the data is available with usable decision-time latency.
