A Japanese civic-data project ranks members of the National Diet by how often they appear to refuse answers in parliamentary transcripts.
Field notes
The project scans National Diet transcript records for a defined set of refusal phrases, then aggregates matches by politician and compares both raw counts and refusal rates. Its rate view excludes politicians with fewer than 100 total remarks, while the count view includes everyone. A companion ranking estimates which questioners elicited refusals by walking backward through the transcript; the site explicitly treats that attribution as an inference and directs readers to the underlying records for context.
