The project treats healthcare transfer as a conditions problem rather than a simple country-to-country comparison. Its six-part framework asks who holds responsibility for a population, whether staff and supplies are adequate, how financing works, and where referral or accountability breaks down. The homepage also names three applied lenses: a minimum reliable primary-care unit, closed-loop referral, and a maternal-health systems tracer.
