The page separates ordinary access control from authority over an agent’s decisions: each learned rule receives an envelope specifying the fields, actions, and limits it can touch. Its examples include an invoice route with 412 recorded fires and no model tokens, plus a refund workflow that remains assigned to a named approver. Razoo says decisions are checked against a company’s own history and that a counterexample or manual action can revoke a rule.
