The observatory separates public records from jurisdictions that have only been evaluated, then routes readers from a global map into country-level fichas and source material. Its interface reports a 29 August 2026 cutoff and warns that uncolored or incomplete coverage cannot be read as proof that no education exists. A pilot catalog and a larger candidate-evidence layer are presented as distinct parts of the research system, with methodology and pending-work links exposed in the main navigation.
