Field notes

The workflow accepts budget-and-actuals and PO-forecast extracts, with budget-change-request and structure files as optional layers. Files are identified by their columns rather than names, and the newest file of each type is used. The review can group WBS and cost centers across up to six hierarchy levels; PO lines flagged as final delivery are left out of the forecast.
