The proposed record lets someone choose YES, NO, or Not sure yet, add conditions, and name up to three trusted contacts. A lookup may use the registrant’s name, date of birth, and Certificate ID; the page also describes record updates and redundant storage with yearly archive snapshots. The service appears to be prelaunch, with paid YES/NO certificates described as a launch feature.
