Why it surfaced

The page uses government branding and official-sounding sections on an unrelated .ink domain, then asks applicants for Hong Kong identity-card numbers, income, assets, supporting documents, and a personal bank account. Its instruction to “wait 5–10 minutes” while funding is approved makes this a particularly vivid specimen of public-service trust theater.
