Why it surfaced

O3DC aims to pull a scattered evaluation landscape into one place, recording repositories, maintainers, update status, consortia, and each benchmark's known caveats. The index currently reports zero benchmarks, which makes this as much an early-stage public artifact—and a candidate for a future callback—as a finished directory.
