Why it surfaced

SCORM Central is unusually clear about the boundary between a package and a protocol: SCORM and cmi5 produce LMS-importable packages, while xAPI sends statements to a learning record store. Its test profiles replay runtime conditions across platforms such as Moodle, Docebo, Canvas, and Workday Learning—and explicitly avoid calling a passing test a vendor certification.
