The project turns volunteer ADS-B observations into flight segments, then groups those segments into missions rather than treating each leg as a separate trip. Its interface records where coverage failed, labels inferred times and unresolved endpoints, and delays publication until six hours after a detected landing. Cost analysis separates variable direct costs from an allocated share of maintaining state aviation capacity, while acknowledging that the underlying official input is not an invoice or contract.
