The simulation begins with 2,000 people, a river, wind, some sun, and no money, then asks the player to balance production, welfare, infrastructure, and political consent. Its constraints are unusually concrete: citizens vote new coins into existence, imported dirty energy is described as 45% cheaper, and a resource fund can make the treasury less dependent on citizens. The interface includes a district map, yearly chronicle, decision cards, and a Claude advisor.
