A mock Internet-Draft that replaces RFC 3514’s one-bit evil flag with an eight-bit Evil Rating for IP packets.

The project combines a readable Internet-Draft with a live request-assessment page. Its proposed rating ranges from 1 to 255 and uses factors spanning Autonomous System, protocol, transport, content, name, and time; the page says the formula is ported from a dependency-free Python reference implementation. The draft also specifies a central Elo system, nineteen test vectors, and a proposed HTTP 6xx status class, while remaining an unsubmitted version -00 document.
