The system models a trial as a sequence of operational states rather than a single score sheet: registration, eligibility, court assignment, observation, review, ratification, and family communication. Its examples include 64 players, 24 scheduled runs, local saving during offline scoring, and a separate “not observed” state so missing evidence is not silently converted into a zero. A position-coverage matrix and selector-disagreement flags support the panel without claiming to replace it.
