The project separates healthcare access from vulnerability rather than compressing them into one composite score. Its proposed access measure accounts for competing demand at 30- and 60-minute travel thresholds, while the vulnerability measure combines census, satellite-environmental, and chronic-disease inputs. Phase 1 is described as a static planning tier using public data; later plans include a clinic-siting optimiser and a patient-facing emergency map, both subject to additional institutional permissions and live data.
